Filtered the official council voting dataset (ekzq-b4qg, Janz col m_janz, Knack col a_knack) for every collective-bargaining / Memorandum of Agreement ratification that reached a recorded public vote. On every union contract ratification, both Janz and Knack voted Yes (or were absent), never No:

The ONE visible split on a bargaining item: 2022-05-09, City Council item 9.5 "Collective Bargaining Update" — a motion to approve the actions on "slide 7" of a private/in-camera Employee Services report — Knack Yes, Janz No. The substance is sealed (closed session), so the direction of Janz's dissent cannot be confirmed; given his pro-labour posture it is plausibly a vote against a lowball mandate, but that is inference, not record. Flag as ambiguous.
Method point (important for honesty): the ratification votes are public and near-unanimous; they show neither man voting against a union deal. The wage-restraint decisions — the opening 0%/1%/2% offers, the "best and final," the choice to let firefighters go to arbitration — are set as bargaining mandates in CLOSED session and do not appear as public roll-calls. So "who voted to lowball the workers" is not recoverable from the open data; it was a collective employer decision by the whole council sitting in private. Do not attribute the lowball to a specific Janz or Knack public vote — there isn't one.
