Pace and scale of the sweeps

  • 231 total people visited the Navigation Centre; 152 from encampment sweeps (rest walk-ins).
  • 52% acceptance rate for Navigation Centre transportation; ~2 people per swept encampment accepted on average.
  • 65 people received housing referrals ("less than a quarter").
  • City manager André Corbould conceded he "has no idea whether those people 'referred' to housing actually end up in housing" — a "gap in the data."
  • Director Christel Kjenner: quickest housing scenario is "59 days at best due to staff capacity."
