Amnesty International USA (blog by Edith Garwood, Country Specialist for Israel/OPT) documented that law-enforcement officials from Baltimore, Florida, New Jersey, Pennsylvania, California, Arizona, Connecticut, New York, Massachusetts, North Carolina, Georgia, Washington state and the DC Capitol police travelled to Israel for training. Baltimore police, specifically, received training on crowd control, use of force and surveillance from Israel's national police, military and intelligence services. Amnesty's framing (their words, load-bearing for our discipline): they, other human-rights bodies, and the US Department of State have cited Israeli police for extrajudicial executions and unlawful killings, ill-treatment and torture (including of children), suppression of expression/association including through surveillance, and excessive force against peaceful protesters.
