Documented facts¶
Amnesty International USA (blog by Edith Garwood, Country Specialist for Israel/OPT) documented that law-enforcement officials from Baltimore, Florida, New Jersey, Pennsylvania, California, Arizona, Connecticut, New York, Massachusetts, North Carolina, Georgia, Washington state and the DC Capitol police travelled to Israel for training. Baltimore police, specifically, received training on crowd control, use of force and surveillance from Israel's national police, military and intelligence services. Amnesty's framing (their words, load-bearing for our discipline): they, other human-rights bodies, and the US Department of State have cited Israeli police for extrajudicial executions and unlawful killings, ill-treatment and torture (including of children), suppression of expression/association including through surveillance, and excessive force against peaceful protesters. The programs were funded by the ADL (since 2002), the AJC's Project Interchange, and JINSA. This is a mainstream human-rights organization — not an activist campaign — documenting the training pipeline. It anchors the general "deadly exchange" claim in a credible, citable source, and it keeps the criticism squarely on a state's police and military conduct, which is the disciplined ground.
