Wastewater 2025-2027 PBR application (EPCOR Water Services), residential combined average monthly bill (Financial Schedule / Tables 1.8): - 2025: $74.55 (+2.3%) - 2026: $76.91 (+3.1%) - 2027: $79.44 (+3.2%) - The 2025-2027 wastewater PBR plan was approved by City Council in 2025, effective April 1, 2025. Water PBR approved 2022, set to March 31, 2027. Increases take effect every April 1.

Rate-setting note: EPCOR voluntarily reduced its return on equity for Wastewater Collection (9.00% in 2025, 9.90% in 2026, 10.8% in 2027 vs. a "fair return" of 10.8%) "to moderate rate increases," cutting costs to ratepayers by $25.6M over the term — i.e. even the moderation is framed against a higher baseline the utility is entitled to extract.
