Establishes that EPS has operated an ANPR/ALPR "high-risk driver" database since at least 2004 — long-running, pre-dating modern deployments.

• 2004: Edmonton Sun columnist Kerry Diotte, critical of EPS photo-radar/traffic-camera revenue use, was added to an EPS ANPR database of "high-risk drivers" in apparent retaliation, to monitor his movements.
• Nov 18, 2004: seven EPS members ran an undercover sting targeting Diotte and police commission chair Martin Ignasiak at the Overtime Broiler & Taproom, anticipating a drunk-driving arrest; both took cabs home.
• Police chief Fred Rayner was fired by the Edmonton Police Commission after the internal investigation.
• Sept 2008: Alberta's Law Enforcement Review Board ruled a senior officer "abused his power," found "no credible evidence" Diotte would drive drunk; chair: "Mr. Diotte had the right, without fear of police reprisal, to freedom of speech."
