EPS made the first municipal Canadian admission of past cell-site-simulator use, a StingRay-class IMSI catcher, then later walked the admission back.

The cost needs a caveat. The rough $100,000 to $500,000 per unit is our estimate, not a disclosed figure, since EPS never released a price. So the item enters the black-box surveillance layer with its real cost undisclosed, and the estimate rides along only as context. A clean FOIP target.
