EPS overtime is chronically and structurally under-budgeted, then blows well past budget every year — the clearest "black box" inside the visible operating budget.

Hard year-end figures (EPS Commission variance report, $000s)

  • 2023: EPS overtime budget $10,328 | actual $19,166 → 85.6% over budget.
  • 2024: EPS overtime budget $11,600 | actual $18,338 → 58.1% over budget.
  • (External/seconded overtime, recovered from ALERT/ASIRT: 2024 $720 actual.) EPS overtime has run ~$18-19M/yr actual against a ~$10-12M budget in 2023-2024, i.e. ~$8-9M/yr of unbudgeted overtime. The 2024 variance states the personnel overspend "is primarily due to increased overtime... maintaining minimum staffing levels and increased training requirements."

Event-driven overtime spikes

  • 2024 Oilers Stanley Cup playoff run: nearly $1.9M overtime (~$772K reimbursed by Oilers Entertainment Group) (CBC).
  • Mid-2024 year-to-date overtime surpassed $2M, ~$1.1M over budget before playoffs ended (CBC).
  • Jan-Feb 2022 Freedom Convoy protests (6 events): $164K overtime (CBC).
  • National Day for Truth and Reconciliation (Sept 30) statutory holiday pay: ~$1M/year.

Confidence

HIGH for 2023 and 2024 (primary EPС variance report). No clean published series for 2015-2022 overtime totals located — those would require the earlier annual variance PDFs or a FOIP. Estimate for the decade: if the ~$8-9M/yr structural overrun in 2023-24 is representative, cumulative unbudgeted overtime is easily in the tens of millions, but pre-2023 annual figures are UNVERIFIED.
