How Edmonton funds settlements: it SELF-INSURES (city-wide pool)

This is the funding-mechanism finding for the "off-budget" question. Edmonton does not push lawsuit payouts through the EPS operating budget line-by-line; it books them into a city-wide "Provision for self-insured claims" carried inside Accounts payable and accrued liabilities.

Verbatim figures (Note 10, in THOUSANDS of dollars)

Line item within accounts payable and accrued liabilities:

"Provision for self-insured claims 28,135 [2022:] 25,027"

So the City carried a self-insured claims provision of $28,135,000 (2023) and $25,027,000 (2022). NOTE: this is the whole-city provision (all departments — police, transit, roads, parks, etc.), NOT an EPS-only figure. It is a balance-sheet provision, not an annual cash payout.

Lawsuit contingencies (Note 28, verbatim)

"The City is the defendant in various lawsuits as at December 31, 2023. Where the occurrence of future events is considered likely to result in a loss with respect to an existing condition, and the amount of loss can be reasonably estimated, amounts have been included within accrued liabilities. Where the resulting losses, if any, cannot be determined or the occurrence of future events is unknown, amounts have not been recorded, and the City's Administration believes there will be no material adverse effect on the financial position of the City."

Contingent assets (Note 29, verbatim)

"The City has outstanding legal claims against third parties ... resulting in $22,655 in future assets."

Interpretation for the investigation

  • Edmonton SELF-INSURES its liability exposure (confirmed by the "self-insured claims" provision line).
  • Police lawsuit settlements are therefore paid from this pooled city liability provision, which means individual EPS payouts are effectively OFF the visible EPS budget — they surface only as a single aggregate provision at the whole-city level, with no departmental (police vs transit vs roads) breakdown in the public statements.
  • The FOIP settlements document (Edmonton Journal / Scribd) is the ONLY route to per-case EPS numbers, because the financial statements deliberately do not disaggregate by department.
  • EPS itself is funded via the City (see same statements: "Pay-As-You-Go capital - Edmonton Police Services" and "Edmonton Police Service" lines), reinforcing that liability costs are a City, not EPS-budget, line.
